Cross Compliance is a mechanism used by the EU to ensure that farmers meet certain standards in their farming practices – Statutory Management Requirements (SMRs) and Good Agricultural and Economic Conditions (GAECs).
Cross Compliance rules apply to everyone who claims under the Basic Payment Scheme. The RPA is required by the EU to inspect a certain percentage of the farms who claim under the scheme, and your payments can be reduced if you are inspected and found to be in breach of any of the requirements.
It makes no difference how big or small you are – everyone is liable to an inspection at any time, and it can be without notice.

Broadly speaking, Cross Compliance obligations fall under three categories:

- One-off / annual records e.g. NVZ calculations

What we can do is make sure you know what an inspector would look for, and what records you need. We can put all those records and calculations together for you in one easy step. We can then keep it up to date for you. No frills – just the advice and help you need to stay compliant.
What does it involve?
We’ll come out to the farm and talk through all the rules and regulations with you. While it’s not usually practical for us to do your day to day records, we can help you set up systems of reporting movements, or help you with templates for other everyday records. We’ll do our best to make sure that you know what records you need to keep, and can complete them in the simplest possible way.
We’ll gather all the information we need, and then put it all up together in a bespoke file which contains everything an inspector would want to see. That way, when the dreaded phone call comes, you can relax knowing everything is taken care of and ready.

1-5% for a smaller breach, up to 15% for an ‘intentional breach’.
How much is that in ‘real money’?
If a 300 acre farm claims £30,000 in Basic Payment and £3,600 in Stewardship, the penalties would be:
- 1% £336
- 5% £1,680
- 15% £5,040
How much would the Cross Compliance Package cost?
